I used to click to the cheapest 2 or 3 Rates - but then I discovered that if you also look at more expensive Rates, this is where you can find some of the Best Tokyo hotel specials.
Sometimes, you can find Special hotel packages such as 'every 6th night for Free' or special deals such as Free breakfast or Tokyo tours included.
